A formal Russia–Ukraine framework agreement — written ceasefire, written prisoner-exchange protocol, OR written border-recognition document — will be signed by an authorized representative of each state during Q3 2026 (1 July–30 September 2026) OR Q1 2027 (1 January–31 March 2027).

If 31 March 2027 closes with no signed framework agreement on any of (ceasefire, POW protocol, border recognition) between Russia and Ukraine signed by authorized representatives of both states, the call fails. Reconciliation pulls UN Security Council records and the OSCE document registry.
