The base rate, and the regime running against it

Limitation, stated with the signal: seasonal totals forecast poorly at monthly resolution. A single favourable Madden-Julian Oscillation passage can produce three names in ten days, and a suppressed August can produce none. The 0.60 is a statement about the distribution and not a claim to have resolved the month.
Method note, and the lesson applied
Lesson applied: climatology-adjusted thresholds (M2 in Tempora's miss register). In June Tempora published ATL2026CAT1, which required at least one named Atlantic system to reach Category 1 intensity by 15 July 2026. Tropical Storm Arthur formed inside that window, on 16 to 17 June, and peaked below the 74 mph line. The call graded FAILED and the reconciliation recorded the defect precisely: the average date of the season's first Atlantic hurricane sits around 11 August, so a Category 1 bar set to a mid-July close asked the season to run about four weeks ahead of climatology. The chart-side reading had pointed at formation, and the threshold had been written about intensity.
This entry applies the fix in two places. The metric is formation count, which is what the reading was pointing at. The date sits past the climatological median for the count in question instead of ahead of it. The Category 1 threshold is held back for a window that closes late in August or later, where an intensity bar sits inside climatology.
Limitation, stated with the fix: moving from intensity to formation count makes the test easier to clear, so a MET here carries less evidential weight than a MET on intensity would have. The lab tier records that honestly and no lift is claimed on either metric.
Chart-side reading, and what it cannot do
Tempora's calibrated table carries no basin storm-count signature at monthly resolution, so nothing in this section claims a lift and nothing in it carries the call. The period state is engine-verified on the USA 1776 chart: MD Venus with AD Sun through 11 August 2026, then AD Moon from 12 August 2026 to 9 April 2028. The antardasha boundary falls 21 days into the measured window. The Moon is the classical karaka of water and tides, which is the whole of the reason for testing this window at all.
The honest statement of what is being tested: the prior for this call comes from climatology and the El Nino state, and the chart-side content is the boundary date, entered as a signature under test. If the count clears and the second half of August carries it, that is one graded instance and nothing more. If the count clears in the first half, the boundary reading gets no credit. What would make this fail
El Nino shear holds through August. Above-normal wind shear across the main development region suppresses genesis for the whole month and the season stalls at two or three names. This is the branch the CSU cut points at and it is the reason the stated probability sits below the climatological base rate.
A dust-loaded Atlantic. Saharan air layer outbreaks through August dry the mid-levels over the tropical Atlantic and hold formation down even where shear relaxes.
A marginal system stays a depression. The count depends on NHC naming, so a system that peaks just below tropical-storm criteria leaves the cumulative count where it was. A single judgement of that kind decides the grade if the season arrives at three.
One active spell settles it early. The failure branch has a mirror. Two names inside a single active ten-day spell in mid-August would clear the test before the climatological peak arrives, and that outcome says little about the chart-side boundary date. The reconciliation will report the formation dates so a reader can see which of the two happened.
